Purpose of the Programme
The City of Cape Town invites suitably qualified and committed applicants to apply for the Metro Police and Traffic Learnership. This opportunity aims to develop competent, disciplined, and physically fit individuals who will be trained to perform law enforcement and traffic control duties in line with the City’s public safety standards. Successful candidates will undergo structured training and practical exposure leading to the completion of the Further Education and Training Certificate: Road Traffic Law Enforcement and the Law Enforcement Skills Programme (SP4/2012).
Minimum Requirements
Applicants must:

Possess a Grade 12 Certificate (proof required).

Be a permanent resident within the City of Cape Town’s jurisdiction (proof required).

Be between 18 and 35 years old at the date of application.

Be proficient in English and at least one other official South African language.
-
Hold a valid manual driving licence (minimum Code B).
-
Be medically and physically fit for strenuous physical training and aware of their health status.
-
Be unemployed as of the learnership start date, 7 January 2026.

Have no criminal record, pending cases, or involvement in conduct that compromises integrity.
-
Have no visible tattoos when wearing the City’s official uniform.
Applicants must demonstrate teamwork, discipline, and the ability to function under pressure.
Compulsory Fitness Assessment
All shortlisted candidates will complete and pass several physical tests. Each component is eliminatory — failure to meet one standard disqualifies a candidate from continuing. Tests include:

2.4 km run (12 min males / 14 min females)

Push-ups (30 in 60 seconds)
-
Sit-ups (30 in 60 seconds)
-
Dead load carry (2 × 25 kg over 100 m)

Tyre drag (20 m)
-
20 m shuttle runs (10 in 60 seconds)
-
2.1 m wall climb
-
Motorcycle reach test
-
Comfort swim (any stroke, unassisted)
Note: Pregnant applicants will not be permitted to participate in physical testing.
Selection and Evaluation Process
Candidates will be required to:

Pass a written assessment and interview.
-
Pass a City medical evaluation, drug test, and driver assessment.

Submit fingerprints and identity numbers for criminal record verification.

Undergo continuous psychological assessments throughout the programme.
Applicants will also be subject to the Public Safety Training College’s Code of Conduct and all prescribed academic and physical pass requirements.
Special Conditions
-
Completion of the programme does not guarantee permanent employment.
-
Trainees will be required to undergo intensive firearm and ammunition training and maintain a high level of physical fitness.

Those previously dismissed from local government for misconduct will not be considered.

Candidates with chronic illnesses or physical impairments that may hinder training may be excluded.

Withdrawal, disciplinary failure, or non-completion of training may require the refund of training costs to the City.

Successful candidates must be willing to:
-
Wear uniform, work shifts, and operate in all weather conditions.
-
Be rotated anywhere within the City, and when required, perform duties outside its boundaries.

Undergo regular medical, physical, and psychological assessments.
-
Refrain from private work or business engagements without written consent from the City Manager.

Random drug or alcohol testing may be conducted throughout employment.

Shortlisted candidates will be notified via SMS or phone call to attend the fitness assessments. Candidates should bring their own gear, food, and refreshments.
